What Is the Character of the Valley of the Chaluk?

In one of your articles, you talk about the valley being sacred even before the Chaluk gives us that. So I am wondering at the transition from it being a sacred place for everyday folk or just pastoralists and then it becoming a Sacred place for a ruling elitir at the centre of an empire. That seems like an awfully big transition. Normally you think of these small places in villages which are naga shrine in a village nowadays which is worshiped. Imagine that becoming the centre ofan empire or if it did, it would be completely coincidental. The way it is treated by the sacred by the emperors is unrelated to the way it was treated as sacred by the original villages
