Is the P25 Encoded?

P25 is the encoding language. It's app code 25. So that lets you listen in on a lot of your emergency services. Now, that doesn't address encryption. Some departments are going with all encryption. Usually that's short live because it's a big pain and they don't have interoperability with other agencies.
