Developing a Rules Based Order for the Moon and Cis Lunar Space
The United States wants to make sure that the international rules based order extends in this space. The cis lunar strategy aims to lower barriers to entry for other rule following actors and draw them to want to work with us there. This is a relatively new conception of space, particularly the cis lunar area of space. It's really about the growth of the Chinese space program from the US perspective.
