India Is the Birthplace of Democracy

India always had a hybrid system. At the ground level, at the city, village, panchayat level, you had democracy. But on top, they were accountable to the emperor or the king. That way, the nation's interest was always taken care of. Why doesn't Indian government start state-funded corporation like BBC that would drive India's narrative worldwide?
