The Balance of Benefits

An effective review is reading somebody else's arduous work, considering it and contributing to that process. In doing so, will be learning about what they've done in their research. So yes, you spend time reaving other people, but other people spend time reviewing you. And in the long term, that is tremendously powerful and beneficial. The problem is that the short term driverst and subvert this process. It does tend to balance out if everyone plays the game.
