What's the Relationship Between PG&E and the California Public Utilities Commission?
The state of California became very intent on reducing carbon emissions by procuring a lot of renewable energy and tasking the state's largest utilities with ambitious mandates in which they had to contract for that wind and solar power. Some of these early contracts were really quite pricey and had long-term effects on the company's financial performance. The regulator was tasked with overseeing the procurement of these contracts, but it wasn't large enough to have any sort of meaningful safety oversight of a company the size of PG&E.
