The Importance of Civil Service in Partiality
There have been some debates recently about whether the civil service, there should be more political appointments in the civil service. The basic principle of recruitment on merit and permanent expertise that sits in the heart of government is really important. There's quite a lot of evidence to suggest that it's important in protecting against corruption. And so public officials hide on merit and not owing their allegiance to politicians is useful from that respect.
