If you want a relatively big piece of that, the big grant, you have to guarantee childcare for your manufacturing workers and the construction workers who build your factory. The more conditions you put on who can get this money that are not related to how well they can actually build the plant, I think the less likely it is that the money is gonna get used for what you want.
