Is the Transition to Law a Good Idea?
Until there's a rule of recognition that says, yes, hey, this is the process for making it a law, and when this process happens, it is a law, we're going to say there's people to adjudicate whether a case falls under the law. All of that happens in an informal way in these other societies. So there's lots of social punishments and even physical punishments can happen.
