The Supreme Court is three times as likely to take an appeal from a cop who's upset that they didn't get qualified immunity, then it is to take literally any other type of appeal. The court also allows what's called interlocutoria appeal, which is where you can appeal qualified immunity ruling before the case is over. So all of this operates in a way to keep what the cops do sort of shielded from the public and keep the cops themselves shielded from liability.
