Lyndon Johnson became a notable figure on Capitol Hill when he was only 23 years old. He stole elections in college to become the boss of the Little Congress, an organization of congressional assistants. But all the time he's doling out little favors here and there to be remembered later on. "He would call in do-builds later on," says historian Julian Zelizer.
