Dallas is like a city in that's not in Texas, except it's surrounded by Texas. A third of the non prisoners in the town worked for the prison. Even those who weren't necessarily sentenced to prison were still frequently in prison. By the time he got there, Pittsburgh was kind of a rotting ex steel town.
