In 17 88, France was on the brink of anarchy. The people had burnt down six guard houses and forced crowns to watch after they were compelled to throw theirwea s, clothes and personal effects into the flames. In one of his last acts in office, brienne had essentially started to pay bondholders with paper mone a desperate attempt to keep the government afloat. Without money, troops could not be paid. And without the troops deployed in both the cities and the countryside, anarchy would have indeed reigned supreme.
