The Chinese Communist Party is essentially using neoliberal capitalist discourses to measure their success in what they've done in Tibet. The fact that they've invested $81 million in Tibet since 2008, that they're building research institutions in schools, but all of those research institutions are aimed at China and not Tibetan people. "Do they never stop to ask the colonized if they actually want modernity? And when they do, the answer is typically unequivocally no," he says.
