The Problem With the Cultural Jelling in the Indian System
There's a protocol within the civil service, right? Of who picks up the phone to call someone else versus you actually go to the building to meet them. And these are important things and they can't be fiddled with or messed around. I grew up in New Delhi and I remember every time we would dine at the India International Center, I knew by age 10, who is Joint Secretary, Additional Secretary, Secretary,. depending on who stood to greet whom. The system is kind of less flat if you like but I don't think that's a problem.
