David Frum: American institutions have a multi-generational responsibility to alleviate the effects of several hundred years of racial discrimination. He says we should support institutional efforts to create racial justice, but not impose individual culpability for racial injustice that individuals were not responsible for. Frum: Harvard awards racial preferences to African American and Hispanics regardless of whether they write about that aspect of their background or indicate it is an important component of who they are.
