I don't see any reason why it's not workable. It basically sets certain standards for every law under the books, except one except the issue of immigration. I think that the long term solution has to be a solution in which everybody in the West Bank gets Israeli citizenship. In order to get there, one first has to set the terms. The population of the West Bank today is hostile to Israel. And therefore, the population in the WestBank must be civilized. That comes from making it unequivocally clear to them that they will never be able to defeat Israel.
