Charles Mallory Hatfield was known as a rainmaker. He claimed to be able to produce four inches of rainfall in one year. San Diego's city council hired him for $10,000 if he could fill the Marina Reservoir within a year. The water levels were dangerously low at the time and threatened economic growth.
