Strong emergence says that if you have a theory of tiny little pieces and you put that on a computer, there are things that will happen in nature that are not predicted. If the micro level has entirely local dynamics then there's no room for strong emergence from it. But if your micro level is like people, and your macro level is society, ok, that's a different kind of comparison between a people make up society. People have interactions with each other that are not strictly local. And certainly people's internal states are not very simple, unlike electrons. I think it's not as clear in that case asis it the absence of strong emergence in the atoms and particles case.
