I was always much against the pere pressure of one country or the other, I just didn't see any sense in it. So we should think of it not as a top down, you must do this, but more as an agreement to go on a journey together. And so the motivation for individual countries to play their part and not to cheat. That is why, among other reasons, why the paris agreement actually was able to be taken. It's based on the confluence, or the nexus, between national interest and needs and the global imperative....
