The legislators role is really to understand the true happiness of the community. The general will might arrive at that method as the best for a given situation, but it also might move toward a system similar to the Roman dictatorship. It's not uncommon to hear politicians invoke the idea of a mandate or the will of the people in American politics today. But I think the vagaries of the idea are best explained by seeking instead for a psychological understanding of why Rousseau needed this idea.
