Lysander's Decarchies
Lysander installed a garrison of spartan lead peloponnesian troops, and they were commanded by what the spartans called a fixer. He had regard neither to birth nor wealth, but put control of affairs into the hands of his comrades and partisans. Back up was part of the deal. It made them dependent and helped insure that most exceedingly difficult quality to instil in pirited men: obedience.
