Is the Decentralized System a Failure of the System?
decentralisation gives it a level of speed and flexibility. It also gives the central government some opportunity to develop the blame game, right? Who is going to be scapegooted for this problem? There may not be an answer to this, but i'm curious if you have any thoughts on on because you've been outlining here is a set of best practices or organizational approach. And blake, you'd mention some of the training manuals which are a venu for reflecting learnings as you kind of iterate the system.
