There is a record upon which adjudicators and budget officials can estimate the number of applications that will be received in any given year. When economy is really good, we know that emigration will increase. And so there's a natural ebb and flow that officials are able to somewhat predict. It's not perfect by any stretch of the imagination, but now i think they generally get it.
