Is There a World Where We Can Issue a Content ID Strike?

I think we're in a moment where, again, there's no consequence on YouTube. Is there a world where if someone uses the exact same script, like word for word, can it go back to the original? Or even above 90 or 95 percent? I feel like in our YouTube dashboard in the back end, it would be great to be notified. We can make a decision on what we want to do.
