The New York Times was notorious for flooding its newsrooms with stories. This is one of the strategies perhaps was to do this flooding of these stories. But then that put a lot of pressure on people to get really big scoops and evocative information, which you can kind of do by lying. And so there was just this real pressure to move quickly.
