Lincoln's Plan for Emancipation

The carnage of the seven-day battles was the final straw for President Lincoln. He abandoned his original vision of a limited war, moving closer to the radical wing of his party. On July 12, he urged border state congressmen to embrace his plan for gradual, compensated emancipation in their states. Two-thirds of them signed a manifesto telling Lincoln that even a plan of gradual emancipation would create too radical a change in our social system.
