Fluency Is Not About Reading
The circuit has to be automatic in the early parts or it can't allocate time to thinking about what is read. You need absolute automaticity in putting together your information from phonology, with your information from letters, letter patterns, words. When it is, then you can get to a fluent reader who can comprehend while they decode. So fluency is not about reading. One of the things that is unfortunate is that a lot of teachers think fluency is a matter of repeated reading,. It's only a little tiny worthy but it's only one piece of the recipe of fluency.
