Is Weather Modification Used Nephariously?
The United States was involved in cloud seeding in Vietnam and the 1960s and 70s. The Chernobyl nuclear power plant accident is a great example after the reactor accident there were heavy radioactive clouds forming. Soviets decided to try to make it rain over Belarus kind of utilitarian ethics but they never told local people to stay indoors or distributed any testium iodide.
