Stalin really liked artillery, wal bell to the point he gave it a bitchanass nickname. He calles it, quote, the red god of war, which slaps atiblaenough. Western armies still used artillery, but they preferred artillery that could move. Fire mobility and accuracy was very important. Now the soviets decided, and to be fair, that is harder to do. It requires a more complex logistics, education, leadership. So they simply decided they would have to make up for that by using mass weapons. Much like body builder affixing rocky loges to trucks in off season.
