Mastodon could be loosely federated. Someone could set up a mastodon instance that's meant for a lot of people as very easy onboarding, and it's designed to be a distributor of news and celebrity information. So you could have 10 million people on a server someplace doing mostly read only - which is what most Twitter usage would be. Most people use Twitter in a way that you and I have no idea about: It's a reading mechanism with very little conversation.
