Even if we were to overcome these obstacles, we just don't have a global consensus on this. We ended up with a non-binding set of climate pledges that are enshrined in the Paris Agreement. And we now face even worse prospects for international cooperation, particularly in the context of US and China's rivalry. They are locked into a zero-sum game at the global level - making any effort to reach global consensus on an emergency type response very difficult indeed.
