The majority opinion began with a dissertation on congressional Indian affairs power. The court listed literally dozens of opinions in which it's acknowledged the broad scope of congressional power over Indian affairs. Justices Alito and Thomas dissented; they both ruled Iqwah is unconstitutional, but didn't agree on why.
