I Must Use It Sparingly

Padot's ability is simply called his talent and it's in contrast to the machine from the short story that predicts the future. Padot gives him a pen that drips ink onto a newspaper. Now come on concentrate, go into a trance or whatever you're doing. What do I need? A pen? This is a gag or something?
