Is Freedman's Later Rule a Linkage?

Freedman argued that if you ever monitized a deficit to any sort of output, effects of monitizing that deficit were driven by monetary policy. He was presenting an early and analogous idea to what scott sumner calls like the monetary offset. If monetary polices working in the opposite direction of fiscal policy, tan the multiplier effect is zero,. And that was very much freedman's view. But his later rules cours focus more on monetary policy.
