I think that the issue really is, where is the stronger direction of causality? I also agree that in many cases, development is being stopped by rule violating behavior. The only difference of opinion is whether we can solve this problem by a general good governance reform or if you have to do it sector-by-sector. Yet in your writing, at least your talking, as far as i tin, you don't like violence. But why is it that they focus so much on violence as kind of a key driver in social structure? Maybe you think about it a lot less or talk about it less. So i think really like the fram although i disagree with it in important respects. And
