The History of the Treasury Bonds
The national government had agreed to assume all of these states' debts. To finance this, Washington pushes through Congress the funding act of 1790. People were a little unsure what to make of them because the new government didn't really have much credit. If the government failed and couldn't repay these debts, people would lose a lot of money.
