The Federal Government Trumps
The federal government can't tell the states, according to what I was seeing in these documents, how to run their criminal justice system. There's a whole separate court system for federal law versus state law. Every state has its own insurance laws and its own ways of certifying a professional,. things like being the lawyer and having a bar and stuff like that. That's all done by states. It is useful to contrast this with, say, the British system where the central national government could pretty much create the entities under it for its own convenience.
