What's the Justification for Armor?
The expectation that people, espial cially in an impoverished areas of our country, are going to have armor um or not high. If my kids were going to public school and they had back pack c they would have soft armor sown in those back packs. And i would teach them to use that back pack to put on their back and cover their head while moving away from danger. We would have a proto call for that.
