Is There a Way for the African Union to Get Back to That First Decade?

The a u has some sticks and carrots to enforce its decisions, but is typically unwilling to use many of them. It expels member states if th's a cop but it rarely sanctions or imposes stronger sanctions than that. The most obvious example was in two thousand and 15 when the ar you actually voted to intervene militarily in berundi  and the berundians basically sard no. What you really need is a commission that is more autonomous, more independent of the member states, with the will and the capacity to enforce its decision.
