Is the Exchange Stabilization Fund at Esf Boosting Liquidity?

The irony that we're seeing right now is central banks are saying well to solve this we're gonna make the interest rate even higher which doesn't make any sense. Luke you've talked about something called the esf is that also boosting liquidity and can you talk a little bit about that because I found that interesting?
