The immigration and national nationality act delegated authority to the attorney general to withhold removal under certain conditions. The supreme court struck this down as violating the separation of powers. Congress could not give itself a power to veto individual imigration decisions, for example. This authorizes congress, more generally, to enact a two house legislative veto provision in he future.
