In 19 71, a group of people exposed a widespread pattern of illegal activity by the fbi. They realized right away that if they were going to succeed, they'd need to maintain strict secrecy. As betty metsker explains in her book, the burglary, the strict secrecy rules were not easy to maintain. There was no room for casual talk. The citizens commissioners quickly realized that they would have no chance of breaking into the main fbi office there.
