Why Aren't They Gonna Reopen This Case Into a Homicide Investigation?

"It seems incredibly obvious that this case has more than enough evidence to be reopened and be looked at at a homicide as a homicide," she says. "I just, it's always hard to wrap your head around why they won't just reopen and do another investigate." The family is pushing for the san diego sheriff's department to re-open the case into a full, transparent homicide investigation.
