What's the Difference Between Elite Panic and the Resilient Populace?
There's an interesting term that comes up in the book. It also comes up in other studies. There's a lot of disastrous studies that have been done, and it's called elite panic. Elite panic is this idea that authorities, you ay be the mayor of the town, the president, or whoever is sort of in charge of the disaster onte right? This could be a sergeant in the military or the local police chief. Whenever there's a disaster, they tend to believe and perpetuate the thought that the biggest threat is the people - not necessarily the disaster. And we all likely have some memory, i guess, if you're over the age of seve ten, at this point
