The Conscription of the Gaul
By 1961 you've got bits of the army forming effectively like a paramilitary organisation to try to resist the political leadership even that the Gaul is providing. Soldiers who refuse to accept those orders and I think that if you look like historically is there's a sense that conscript soldiers can actually threaten the stability of the state. After the Napoleonic wars that all the European governments except for the Prussian get rid of conscription.
