In the past, because of this sort of ubiquitous belief in god, everybody, rich and powerful, poor and weak, believed that there was going to be divine punishment if they broke the rules. The state has largely supplanted that as religious beliefs have declined. So rather than believing you'll face eternal damnation, i'm trying to make is that accountability for abusive behavior is what deters it.
