The Discovery Process in a Multi-Dimensional Society

There are probably like 10 year societal decisions that come into these future planning societies whatever but not individual consumption is the problem it seems to be more like a general overall strategy. There's a discovery process that the society is going through of like discovering itself and maybe a trivial example is we visited my wife's parents in the States a couple months ago and they had those like little phone charging pads just lying around the house. You have to have some sort of speculative way of generating generating new possibilities right?
