The Work of Repentance
There are so many incentives to not actually take responsibility in our society when we've done wrong. It's hard for an institution to own up to wrong doing that has happened on their watch or in their organization. If someone has been accused of a crime or having done harm, they might have done that harm, but the incentive is to not say anything that might incriminate them further. So one of the implicit arguments in my book on repentance in repair is that the work of repentance often requires, implies some possible shifts in power.
