Competitive Bidding in Defense

Army analyst Wayne Allen alleged in June 1972 that there was little understanding about the nature of competition. Galbraith testified that competitive bidding through formal advertisement was only 11.5% of total contract value in the year 1968. Most Americans were fearful of nationalization and wanted to bring market competition to the defense industry using arm's length procurement auctions, thus warding off Eisenhower's military industrial complex.
